It comes down to where you're allowed to ride it.
Class 2 scooters are for pavement and footpath use only, with a top speed of around 4mph. They're generally lighter, more compact, and easier to manoeuvre and store - a natural fit if most of your journeys are around town or to the shops.
Class 3 scooters are road-legal, capable of up to 8mph, and can be ridden on the road when there's no suitable pavement. They come with the extra kit that requires - lights, indicators, mirrors, and need to be registered with the DVLA, though they're exempt from tax and MOT. If you're covering longer distances or regularly need the option of the road, this is your class.
